Greer City Council voted 5-1 Tuesday to annex 34 acres on Westmoreland Road for 63 Toll Brothers homes. First reading was 4-3. GSP's 43 acres passed 6-0.

Greer City Council gave final approval Tuesday to bringing 34 acres on Westmoreland Road into the city. Toll Brothers plans 63 homes on the land.

The vote was 5-1. Council member Jay Arrowood was absent. The tally comes from the city’s summary of the Oct. 27 meeting, which the city posted with its meeting recap on Wednesday.

The margin is wider than on first reading. On Oct. 13 the council passed the annexation 4-3, with Karuiam Booker, Mark Hopper and Charles Lander voting no, according to the minutes in the Oct. 27 agenda packet. The city’s summary gives the totals but does not say how each member voted Tuesday.

What passed

The site is in unincorporated Spartanburg County, about six miles south of downtown Greer. Two ordinances cover it, and both passed 5-1 on second and final reading:

  • Ordinance 36-2026 annexes the land owned by Parc South LLC on Westmoreland Road and Reid Road, zoned Suburban Neighborhood.
  • Ordinance 35-2026 annexes part of a neighboring lot at 213 Vaughn Road, also zoned Suburban Neighborhood. A staff memo in the packet describes it as a 10-foot strip that connects the site to the city limits.

The Planning Commission had recommended approval 6-0 on Oct. 19. At that hearing a Reid Road neighbor raised the entrance, the sewer line and speeding on the curve, the commission’s minutes say. Our preview of the vote has the company’s answers, and our Oct. 16 story has the site plan.

Airport land and three rezonings

The council voted 6-0 on the rest of its final readings:

  • Ordinance 37-2026: annexes about 43 acres owned by the Greenville-Spartanburg Airport District on Highway 101 and Hendrix Road, zoned Manufacturing and Logistics. GSP told the Planning Commission a tenant has leased land that straddles the parcels. The tenant has not been named.
  • Ordinance 38-2026: rezones 725 S. Main St. from Commercial General to Medium Density Residential.
  • Ordinance 39-2026: rezones 205 Pine St. from Suburban Neighborhood to Traditional Neighborhood.
  • Ordinance 41-2026: amends the city’s Unified Development Ordinance.

On first reading, the council also voted 6-0 to rezone 104 Albert St. from Suburban Neighborhood to Traditional Neighborhood. That ordinance, 43-2026, needs a second vote.

Three people spoke in the public forum. Their topics were traffic safety around school zones, the Biblebrook Road bridge closure and privacy and cameras, the city said. The council holds a workshop on the city’s Flock camera system at 5:30 p.m. Tuesday, Nov. 10, the city’s events calendar shows.

What it means for you

  • The annexations are settled. Both votes were second and final readings, so no further council vote is needed on either site.
  • The homes are not built yet. The city’s summary does not set out a construction timeline. Toll Brothers told the Planning Commission it was still exploring how to run sewer to the site.
  • Watch the meeting. The full recording is on the city’s recap page and its YouTube channel.
