Greer City Council takes its final vote Tuesday on bringing 34 acres on Westmoreland Road into the city for a 63-home subdivision. The builder is Toll Brothers.
The council approved the annexation on first reading Oct. 13 by a 4-3 vote. The Planning Commission then recommended approval 6-0 on Oct. 19.
The meeting is at 6:30 p.m. Tuesday at City Hall, 301 E. Poinsett St. The details come from the Oct. 27 agenda and 401-page packet, which the city posted Friday.
A split council on first reading
Two ordinances cover the Westmoreland Road site, which is in unincorporated Spartanburg County about six miles south of downtown Greer.
- Ordinance 36-2026 annexes about 34.21 acres owned by Parc South LLC on Westmoreland Road and Reid Road, zoned Suburban Neighborhood.
- Ordinance 35-2026 annexes a 10-foot strip of a neighboring lot on Vaughn Road. The strip, about 0.024 acres, connects the site to the existing city limits, a staff memo says.
Both passed first reading 4-3, according to the Oct. 13 minutes in the packet. Council members Karuiam Booker, Mark Hopper and Charles Lander voted no. Two Toll Brothers representatives spoke to the council that night.
What the Planning Commission heard
At the commission’s Oct. 19 public hearing, a Toll Brothers representative described the plan as large-lot, single-family detached homes, 63 in all. It would be the company’s first project in Greer, the commission’s minutes say.
A Reid Road neighbor raised concerns about where the entrance would go, where the sewer line would run and drivers speeding around the curve. The company said the entrance sits at the top of the curve for sight distance. It also said there would be no road link to Reid Road or Victoria. For sewer, it is exploring a line from Dillard Creek along Westmoreland Road, the minutes say, and would build an on-site force main if that is not possible.
Our Oct. 16 story has the site plan: lot sizes, roads and open space.
Airport land on Highway 101 South
Also up for a final vote is Ordinance 37-2026. It annexes 14 parcels, about 43.096 acres, owned by the Greenville-Spartanburg Airport District on Highway 101 South and Hendrix Road. The zoning would be Manufacturing and Logistics.
At the Oct. 19 hearing, GSP real estate manager Ryan Clark said a tenant has leased several acres that straddle the parcels, so the district is annexing them into the city. The minutes do not name the tenant. No one spoke for or against. The commission recommended approval 6-0, and the council passed first reading 7-0.
Also on the agenda
- Final votes on three rezonings: 725 S. Main St. from Commercial General to Medium Density Residential; 205 Pine St. from Suburban Neighborhood to Traditional Neighborhood; and city-written changes to the Unified Development Ordinance.
- First reading to rezone 104 Albert St. from Suburban Neighborhood to Traditional Neighborhood. The owners want to build a garage 5 feet from the side line instead of 10. The Planning Commission recommended approval 6-0.
- Speakers on traffic safety, the Biblebrook Road bridge closure and privacy and cameras.
- Proclamations for Community Planning Month and Red Ribbon Week.
