Greer's Planning Commission voted 6-0 for a 63-home Toll Brothers subdivision on Westmoreland Road and 43 acres of GSP land. Council gave final approval Oct. 27.
A developer wants to bring 34 wooded acres on Westmoreland Road into the city of Greer and build 63 homes there. The Greenville-Spartanburg Airport District also wants 43 acres of its land annexed for manufacturing.
The Greer Planning Commission took up both requests at 6:30 p.m. Monday, Oct. 19, at City Hall, 301 E. Poinsett St., second floor. Both sites are in unincorporated Spartanburg County. City planning staff recommend approval of each one.
The details come from the agenda and 115-page packet the city posted Thursday.
Updated Oct. 30: City Council gave final approval Tuesday, Oct. 27. The Westmoreland Road annexation passed 5-1 and the airport land 6-0, the city’s summary shows; see our story on the outcome. The Planning Commission had recommended approval of both 6-0 on Oct. 19.
63 homes on Westmoreland Road
The request, AN 26-12, comes from Parc South LLC. It covers two parcels and part of a third on Westmoreland Road, Reid Road and Vaughn Road, about six miles south of downtown Greer.
The applicant asks for Suburban Neighborhood zoning to build a subdivision of single-family detached homes. Its conceptual site plan, which it says is subject to change, shows:
- 63 homes on about 34.2 acres
- lots of 65 by 140 feet and 85 by 140 feet
- 3,490 feet of new road
- 10.91 acres of open space, above the 10.26 acres required, including a 1.09-acre pocket park, 1.72 acres of green space and 6.5 acres left natural
- a 1.6-acre buffer around the edge
The packet includes sample house plans from 1,999 to 4,680 square feet. Land on every side is residential, the staff report says.
Two people commented online before the packet was printed. One asked whether the homes would join the neighboring Redcroft homeowners association. The other supported the plan.
Less than half a mile west, Westmoreland Road at Nature Trail Drive is one of 10 priority locations in Greer’s new transportation safety study. The study suggests better signs and markings there and clearing the curve so drivers can see farther.
43 acres of airport land for manufacturing
The second request, AN 26-13, covers 14 parcels on Highway 101 South and Hendrix Road. The applicant is the Greenville-Spartanburg Airport District, which runs GSP International Airport.
It asks for Manufacturing and Logistics zoning on 43.096 acres, “with the intended use for manufacturing,” the staff report says. The packet does not name a company or describe a project.
The surrounding land is vacant and mostly zoned Manufacturing and Logistics already. The staff report describes Manufacturing and Logistics areas as shaped by the BMW plant, GSP and the inland port. It lists warehouses, light and heavy manufacturing, distribution and trucking as its main uses.
One small rezoning
The commission also hears RZ 26-12. The owner of 104 Albert St. wants the 0.25-acre lot rezoned from Suburban Neighborhood to Traditional Neighborhood to build a garage closer to the side property line.
What it means for you
- Speak at City Council. Annexations go to Greer City Council for a final vote. Agendas are posted on the city’s CivicClerk portal.
- Need an interpreter? Call the Planning and Development Department at 864-801-2009 or email planning@cityofgreersc.gov at least three business days ahead, the agenda says.
- The vote is a recommendation. In September the commission voted to “recommend approval” of an annexation, so its decision is advice to Greer City Council.
